Mark O’Brien Joins Horner & Shifrin, Inc. as Senior Project Manager
Horner & Shifrin is pleased to announce the hiring of Mark O’Brien, PE, PLS, as Senior Project Manager in the Transportation Department. Mark brings over a decade of experience in civil engineering, transportation infrastructure, and project management, having worked extensively with state departments of transportation, municipalities, and counties throughout the Midwest and beyond.
Prior to joining Horner & Shifrin, Mark managed the planning, design, and administration of transportation projects across Illinois. His expertise spans project scoping, grant funding, design, and construction oversight, working with funding sources such as Federal Aid, Motor Fuel Tax, and the Illinois Transportation Enhancement Program.
Mark has also held key engineering roles gaining experience in highway design, county and municipal infrastructure improvements, utility coordination, and surveying. His diverse background makes him a valuable asset to Horner & Shifrin’s growing team.
A licensed Professional Engineer in Illinois, Kentucky, and Tennessee, as well as a licensed Professional Land Surveyor in Illinois, Mark holds a Bachelor of Science in Civil Engineering from Southern Illinois University Carbondale.
