Overview
Horner & Shifrin provided engineering design services for the reconstruction of 3,100′ of Hall Street from East Grand Avenue to Adelaide Avenue in the City of St. Louis. Improvements involved the complete reconstruction of Hall Street concrete pavement, a new 5′ sidewalk on the west side, a 10′ shared-use path on the east side from East Grand to Prairie Ave, and a series of bio-retention ditches along the east side of Hall Street to minimize runoff and improve water quality.
Traffic lanes were reconfigured to one vehicle lane in each direction and a shared traffic center turn lane. Other design elements included drainage improvements and MSD coordination, new street lighting, and landscaping throughout the biorention ditches.
Project was partially funded by a grant through MSD’s Project Clear Program with the remainder STP-funded through the LPA Local Roads Program.
