Overview
Progress Parkway is a curving central artery for Westport, the City of Maryland Heights’s busy corporate, commercial and retail district. The pavement was deteriorating and cracking, and curbs and gutters were in poor condition, so the City hired Horner & Shifrin to provide comprehensive engineering services for roadway improvements for Progress Parkway.
Other components of the design included water quality and detention, ADA compliance, shared-use bicycle lanes and coordination with St. Louis County.
Widening of the pavement and adding sidewalks impacted properties, so Horner & Shifrin’s design minimized and eliminated effects to parking spaces.
Final design was reviewed to determine if relocating utilities could be avoided or minimized while maintaining the integrity of the design improvements. Maintaining use of utilities throughout construction of the project was a priority.
To maintain viable access to all properties throughout construction, temporary pavement widening, stage construction, one-way routes, and other traffic control measures were designed by Horner & Shifrin and reviewed with the City’s design and construction personnel.
